Paul Palley graduated with honors from the University of Colorado in 1984 and earned his master's degree in economics from the University of Illinois in 1986. While earning his master's degree, Paul worked as a teaching assistant, instructing undergraduate economics and statistics classes. Since graduating, Paul has spent 20 years perfecting his skills as an economist in both public and private firms.
Paul has spent the last six years as the Economic Analyst for the City of Phoenix Finance Department where he is responsible for accurately forecasting the water and wastewater revenues earned by the utilities. He also serves as a member of the Risk Analysis Panel where he contributes to the development of the revenue forecasts used by the Arizona Department of Transportation. Paul is well respected for maintaining an incredible degree of accuracy in his forecasts.
Prior to his work with the city, Paul worked as an economist for the Arizona State Land Department. While there, Paul advised management in the sale of many of the largest properties in Arizona. Paul’s in-depth understanding of real estate markets, trends and hundreds of other economic factors allowed him to maximize the State’s revenues by determining precisely when to sell land. Paul’s efforts resulted in millions of dollars of additional revenue for the state.
In addition to his work as an economist, Paul has spent 14 years instructing working professionals in his capacity as Lead Faculty Member for the world’s largest private university, the University of Phoenix. During his time at the university, Paul was responsible for designing much of the undergraduate and graduate curriculum that is still being used for the school’s economics and statistics courses. Paul has been rated as the top professor in the university by the university’s student surveys, and has served as the Area Chair for economics on the Academic Council.
Paul is regularly called upon by Channel 12 News to be interviewed as an expert in economics and is frequently published in the Arizona Journal of Real Estate & Business. He is also a member of the National Association for Business Economics and the Arizona Economic Round Table.
When Paul is not traveling the country giving seminars or working to further perfect his skills, he can frequently be found in the bookstore reading a new book, spending time with his wife and kids, or watching the Phoenix Coyotes from his seat at Glendale Arena.
